Built from 9 genuine six-hourly readings. “Movement” compares each provider’s earliest readings in the window with its latest; “consistency” is how much its rank swings (smaller = steadier). “Gap to official” is the average distance between the provider’s effective rate and the government rate over the window — smaller means it hugs the official rate more closely.
